ओडिशा सरकार द्वारा प्रक्षेपित बालाराम’ योजना के तहत, सरकार ने यह तय किया है की वह दो वर्षों में 7 लाख भूमिहीन किसानों को कृषि ऋण देंगे। इस उद्देश्य के लिए सरकार ने 1,040 करोड़ रुपये की राशि  निर्धारित की है।

A new scheme has been launched by the government of Odisha state in order to provide agriculture credit to landless farmers who are jobless after the outbreak of the coronavirus pandemic. Under the scheme, the agriculture credit of Rs. 1,040 crores will be provided to around 700000 farmers of the state in order to improve their financial condition. Balaram Yojana has been launched to cope up with the situation of the global pandemic. The credit facilities will be provided to the landless farmers so that they should move out from the economic side back due to covid-19. 

• The main objective of launching this scheme is that after getting the agriculture cost support, all the farmers of the state will be able to increase their cultivation. 
• Balaram Yojana is the best way to unlock all the opportunities for the migrated landless farmers. Its main aim is to provide financial support to the landless farmers of the state.

Odisha Balaram Yojana 2023 – Overview

The Odisha government has started the Odisha Balaram Yojana to provide rural credit of Rs 1,040 crore to landless farmers who are currently unemployed due to the coronavirus situation. About seven lakh landless farmers will benefit from this plan in the next two years. Chief Secretary Asit Kumar Tripathy instructed officials to give agricultural loans to these farmers through Joint Liability Groups (JLGs). IMAGE will manage the plan at the state level, and the Agricultural Technology Management Agency (ATMA) will handle it at the regional level. Horticulture Secretary Sourabh Garg mentioned that landless farmers will get loans through JLGs, acting as a form of financial support.

Odisha Balaram Yojana’s Objective

The goal of the Odisha Balaram Yojana is to offer financial assistance by providing loans up to Rs. 1.6 lakh to each Joint Liability Group (JLG) of farmers who are struggling due to the COVID-19 outbreak.

Scheme Implementation Plan Agendas 

• The plan was designed in collaboration with the National Bank for Agriculture and Rural Development (NABARD).
• About 70,000 groups will receive farm loans, with each group comprising five landless farmers eligible for a maximum loan of Rs 1.60 lakh.
• Agricultural experts will implement the program at the field level. There are approximately 7000 branches of various banks and PACS in rural and semi-urban areas.
• Through this scheme, real on-the-ground agricultural activities will receive a credit flow of around Rs. 1040 crores.
• The state government aims to provide farm loans to seven lakh landless farmers in the next two years.

Implementation Of The Scheme

1. Balaram Yojana को राष्ट्रीय कृषि और ग्रामीण विकास बैंक (नाबार्ड) के साथ एक संयुक्त प्रयास में संरचित किया गया था।
2. कृषि विशेषज्ञ क्षेत्र स्तर पर कार्यक्रम को साकार करेंगे। देहाती और अर्ध-शहरी क्षेत्रों में विभिन्न बैंकों और पीएसीएस के लगभग 7000 हिस्से हैं।
3. लगभग 70,000 सभाओं को खेत एडवांस मिलेंगे। प्रत्येक सभा में पांच भूमिहीन पशुपालक शामिल होंगे, जिन्हें सबसे अधिक 1.60 लाख रुपये का ऋण मिलेगा।
4. राज्य सरकार ने अगले दो वर्षों में सात लाख भूमिहीन किसानों को खेत क्रेडिट देने पर ध्यान केंद्रित किया है।
5. Balaram Yojana के माध्यम से, वास्तविक क्षेत्र-स्तरीय ग्रामीण अभ्यासों में लगभग 1040 करोड़ रुपये का ऋण प्रवाह होगा।

Nodal Agencies

The nodal agencies under this scheme are as follows:-

• NABARD- the National bank for Agriculture and Rural Development will focus on education and the training of the farmer groups with their potential program. The training under this scheme will be given by the executive of NABARD
• ATMA- agriculture technology and management agency will work as the nodal agency at district level. The incentive to the farmers will be provided by this agency for their effective work.
• IMAGE- the institute on management of agricultural extension is the implementing agency at the state level for this scheme

Krushak Sathis

The Krushak Sathis are responsible for forming the JLGs and implementing the scheme at the village level. They will guide the former in applying for loan education and timely repayment of the loan. Along with that, they will also put effort into the needs of farmers in the gram panchayat of the villages.

Joint Liability Group (JLGs)

The joint liability group will contain 5 farmers who are eligible to apply for loans under this scheme. This group will be formed by NABARD officers and Krushak Sathis. JLGs are responsible for the repayment of loan linking of bank accounts of farmers’ credit distribution and the repayment of the loan.

Banks

Banks will work as the money lending Agencies under this scheme. The credit will be dispersed by the 7000 branches of different banks in rural and urban areas. The target has been set by the bank to finance around 10 JLG in one year by one bank.

Balaram Yojana’s Benefits

• The best thing about this plan is that about seven lakh farmers without land will benefit in the next two years.
• The plan was made with the help of the National Bank for Agriculture and Rural Development (NABARD).
• In rural and semi-urban areas, there are about 7000 branches of different banks and PACS for the farmers’ benefit.
• The Institute on Management of Agricultural Extension (IMAGE) and the Agricultural Technology Management Agency (ATMA) will be in charge at the state and area levels to put this plan into action.

Eligibility Criteria for Odisha Balaram Yojana

The applicant must be a permanent resident of Odisha state.
The only applicants who are farmers by profession are eligible for this scheme.
Landowner Farmers are not eligible for this scheme.
